It's true that all people are condemned as all have sinned.

It's true that all people are condemned as all have sinned. Sin is the condemnation. Not everyone is presently saved.

Romans 8:1

1 Therefore, there is now no condemnation for those who are in Christ Jesus,

However, in the future, everyone will be saved. All people will become believers in Christ. Note the word "now" no condemnation. They used to be condemned, but now they are not.

Romans 5:18 Consequently, just as one trespass resulted in condemnation for all people, so also one righteous act resulted in justification and life for all people.

God knew that we would all be condemned at first, but in His plan, also knows that afterwards, we will all be considered righteous through faith alone in Christ.
